France: bill to introduce neighbourhood watch

March 9, 2011 – A group of French MPs has introduced a bill in order to allow the creation of citizens’ neighbourhood watch committees, inspired by the neighbourhood watch system already existing in the US, Canada and the UK. The French deputies argue that it is necessary to reinforce citizens’ involvement in local life, and particularly in crime prevention. France has already passed legislation to create a voluntary civil service in the Police (Interior security law nº 2003-239, March 18, 2003, and Crime prevention law nº2007-297, March 5, 2007).  The proposed new law would extend these measures to the local level.
